As you have probably noticed different states have different license plates. Something that not everyone may take notice to is that each state also has many different license plates for many different reasons. Even though all license are technically issued by the state, there are some license plates that are personalized and don't just have the randomly generated registration and some that part of the design may be different. Just as a reminder the state issued license plates are what are considered private or passenger plates. Some of the customized or non regular plates are special interest plates, military related plates, and a group of some plates that are not classified under one communal category.
